The government has announced proposals to reform adult social care in today’s Queen’s Speech.

The move was part of a raft of new measures which also included reform of the Mental Health Act.

Speaking to both Houses of Parliament, Her Majesty said: “My government will bring forward proposals to reform adult social care in England to ensure dignity in old age. My Ministers will continue work to reform the Mental Health Act to improve respect for, and care of, those receiving treatment.”

The proposals are believed to include a long-term social care insurance scheme and help for those who need it.

Care England, the largest representative body for independent providers of adult social care, welcomed the announcement.

Professor Martin Green OBE, Chief Executive of Care England, said: “The sector has been waiting a very long time for legislation and whilst we welcome the announcement of an Adult Social Care Bill it is essential that it covers all the issues that governments of all colours have thrown into the long grass for decades not least funding.

“We look forward to working with the government to ensure that adult social care, including care for adults of working age, best delivers the long term strategy that the sector so badly needs.”

Steven Cameron, Pensions Director at Aegon, added: “It’s very welcome that the Queen’s Speech included a commitment to reform adult social care in England. This paves the way to addressing the current and growing crisis in social care provision and how it is funded. This issue affects millions of individuals, looking to find and fund appropriate care either for themselves or a family member, to provide dignity in old age.

“All major parties have agreed there is a pressing need to tackle the growing problem of putting social care and its funding on a stable and sustainable basis so we hope this part of the Queen’s Speech will gain cross-party support.”
