Security concerns prompt CQC action on Pontefract care home

Security concerns have prompted the Care Quality Commission (CQC) to place a Pontefract care home in Special Measures.

Inspectors ranked Millfields Residential Care Home Inadequate following an inspection in May.

Debbie Westhead, deputy chief inspector of adult social care in the North, said: “People are entitled to services which provide safe, effective, compassionate and high quality care. We found that the care provided by Millfields Residential Care Home fell a long way short of what we expect services to provide, which is why we have intervened to keep people using this service safe.

“We were very concerned that vulnerable people using this service were not being kept safe in the most basic of ways. There was no lock on the front door, and a glass panel in an external fire door was smashed.

“We were also very concerned that the dignity and respect of people using this service was not respected, for example we saw bedroom doors being left open when people were using commodes, and people were not empowered to help make decisions about their own care.

“If insufficient improvements have been made such that there remains a rating of inadequate for any key question or overall, we will not hesitate to take further enforcement action.”

Inspectors found the registered manager and staff had limited knowledge of their responsibilities in regard to the Mental Capacity Act 2005 (MCA) and the associated Deprivation of Liberty Safeguards (DoLS), particularly with regards to lasting power of attorney.

The people living in the service were not asked for their consent for care to be carried out. Inspectors also found that assessments were not made for each person living at the service to see whether they were able to make their own decisions and which decisions they were able to make.

Inspectors found that equipment and furniture in the home was in need of repair. There was a lack of cleanliness throughout the service and a bad odour was present throughout the building.
